A model for choice infrastructure: looking beyond choice architecture in Behavioral Public Policy

Abstract Interventions that tackle ‘last mile’ behaviors in the form of improved choice architecture are fundamental to Behavioral Public Policy (BPP), yet far less attention is typically paid nature and design underlying system conditions infrastructures support these interventions. However, inattention broader impact participant engagement intervention functionality, such as barriers access deter participation or perverse structural disincentives reward undesirable behaviors, may not only limit effectiveness behavioral solutions but also miss opportunities deliberately ‘plumbing’ – infrastructure a way improves overall efficacy equity. Using illustrative case civic policy food licensure, this article describes how using ‘SPACE’ model address Standards, Process mechanics policies, Accountability, Culture within systems, Evaluative iterative feedback can development infrastructure, contributing BPP problem-solving efforts by helping practitioners create more conducive success solutions.
